4000psi, 4gpm, 18hp gear reduction - overkill?

Hey everyone. I just picked up a used pressure washer off of craigslist. It is a 18hp Briggs, horizontally opposed 2cyl. It has a gear reduction and a General T9281 4000psi 4gpm pump. This seems extremely overkill to run this pump. I had a 4-4000 landa belt drive before running a gx390 13hp honda.

I've got a Landa hot water trailer 16hp vanguard running a ts2021 5.6 gpm 3000psi and a 120v generator. Seems to me that it would be better running a larger gpm pump instead of this one. Any idea what they were thinking when they put this together? It only cost me $50 The previous owner said that there was something wrong with the pump, he has no idea what.

I've been on a bit of a hot streak with deals, the Hot water rig only cost me $100 and it only needed an unloader and a couple ball valves, so for $50 I figured I can't go wrong.
