I do staining and some powerwashing, but do not do deck stripping/sanding, and this deck needs to be completely stripped down to bare wood (if possible). I absolutely can't believe this, but I can't get anybody local from the phone book to return my phone calls. The one guy who did agree to show up and give a bid later sent me a text message (A TEXT MESSAGE!) the next day saying he wasn't going to show up after all, with no explanation whatsoever. This client is very unhappy with the hack job the last guy did on the deck (he applied the stain when the deck was still too wet, and apparently didn't bother to mix his stain before applying) and is serious about getting it redone.
