I couldn't resist 😊 I'm sure your talking about for the cemetery and not the person the headstone is for. One of my thoughts was you'd definitely want the cemetery be responsible for picking up the flowers, wreaths, etc. kinda the same as business and home owners being responsible for grills, chairs or whatever.
