It is in fact the owners responsibility and liability to know the fire safe condition their exhaust system is in.
For inspection purposes the following series of photos should be taken and provided to the restaurant owner (This Process is standard protocol for Grease Police Members. Also adopted by others outside of the Grease Police)

2. The Plenum Chamber (showing whats behind the filter track)
3. Up the duct
4. Down the duct
5 outside of fan. (noting the condition of the fan, hinges, wiring etc)
6. Picture of the roof area (Noting any grease accumulation on roof)
7. Bottom of fan blades
8. top of fan blades
9. Fan housing
