I think you mat be onto something here. Selling restorations is an uphill battle. If you just clean the deck what are you using to do it? -

You probably should use a stripper before the brightener. I would spend some time using the search function on strippers and brighteners all the answers are here. I have always learned more by doing the research and then asking questions. -

Prevailing wage varies by state. There should be info on your states Dept. Of Labor website. You need to include both the wage and the benefits. In NY you can pay the benefit as wage in lieu of supplying the benefits. Also make sure you have the proper job classification
