I am trying to provide an estimate to a horse farm owner with approximately 1 mile of plank fencing, (4) 1" x 6" planks per section @8'. Problem is, its been painted before, I think oil based, and it is peeling, chipping, etc. It also has mildew growing on much of everything.
Can I use a powerwasher to prep this surface beyond just knocking off the loose paint? In other words, what needs to be done to effectively paint over it? Any recommended cleaning solutions? There are horses that graze in the field so its imperative to use something that would be non-toxic to animals.
