Advice on this deck.

Question

I have an appointment to quote this deck. Homeowner flipped most of the boards but then was deployed. Wife has 5 little ones at home and no time to get it finished. They want it sealed before the rain makes it worse. The homeowner also started painting the rails with a primer.

The deck itself I was thinking percarb and then oxalic. But the question I have is what to do with the primer. I would like to remove it and then use deckscapes ultrawhite as she wants a 2 tone finish with white railings. Should I use a sodium hydroxide stripper on this.

Thanks in advance for any advice. Got the pic off the web as she posted needing help to finish. Got a house wash the other day this way also.

Clean wood is always the requirement but since there is a primer in place, the job is half done. Finish priming with Cabot's Problem Solver Primer and instead of deckscapes I suggest either of Cabot's ultra white finish latex or oil based solid.
