Its Krylon rustoleum and then my customer tried to get it off himself with paint thinner just wondering if anyone can help me out. 0 Pete Marentay 14 Report post Posted November 29, 2005 Most graffiti removers are designed to melt paint. The problem here is the concrete substrate. Let me guess: the paint thinner melted some of the paint and then the scrub brush or rag the homeowner used made a big smeary spot. There is little you can do when the substrate is as porous as concrete. I would use a good graffiti remover and some high pressure techniques to remove as much of the offending stain (and some concrete along with it).
