Black streaks on fence how do I remove them?

Question

Sprayed the fence down with 12.5% bleach today using the downstream injector. Had to go over the thing three times with bad results. First buckets where 3 gallons of bleach 2 water, simple cherry, gutter grenade. Finally got tired of having to keep going over. So I put straight bleach in a plump sprayer. Sprayed the fence off then rinsed. With better results. Not 100% happy with it. What do you think it is? What do you suggest?

It is in the paint. Even with a re-coat, they need to know it will very possibly return. If you do re-coat the fence, use a primer like Problem Solver as a coat before you apply more paint, and also add a mildewcide additive to the paint you apply.

p.s. if you didn't brush the fence when you washed it, try that too. Brushing can make a huge difference....Also what temperature was your water???

Not sure on the temp of the water. It was well water that was filtered by multiple filters. Will try a brush next. Is there a certain brush you guys recommend? Going to Lowes to look for one today. Supposedly the paint was some really expensive stuff that combats mildew?
