do wood stains stop arsenic

Question

Got a call from a lady that is worried about her old wood deck leaching arsenic. Do the stains on the market stop leaching. I remember reading about it years ago, but can't find the info now

I read a government report that said that pressure cleaning wood can reduce arsenic by up to 90%. I don't know anything about what stains could do though, but I wouldn't think much, unless they fully encapsulate. All wood before 2003 or so has arsenic.
