Can anyone tell me what is going on with these knots? Deck is newer

These knot holes have just started to do this. No idea what it is. SAP? Moisture? Any ideas?

Looks like some type of dry rot or bug problem.

Thanks. Armstrong was used. Do you think that this is contractor problem? I dont think it is, but haven't ran across this problem before. Thanks again for your input!
