Water authority

Question

Was washing a roof in an upscale town the other day when the water authority showed and was ready to shut me down. I was doing a roof and pre wet the driveway and it was running into a culdesac but not reaching the storm drain. Some one called. Well you could smell bleach in the air but it was the water he was smelling by hand. The odd thing is all the gutters are tide into the storm drains but he the didnt say anything about that .I new more than he did concerning water control and was allowed to continue.

I said, if you shut me down you better shut down the gas stations down town and site everyone in this hood for letting fertilizer reach the sound.which is choking it. There was construction going on ( new house)and all the silt from the site was entering the storm drain . No hay bales for prevention.
