Xylene should take care of this if not to thick....if not a stripper such as DADS will take everything off competely :) Cement paint means one which is made by mixing white cement with pigments & applied on masonry after mixing with water to get the paintable consistancy. The process we used to remove the paint was rotary tips #4.5, 3000 psi, 200+ degrees F water temperature.
