Lowes has Jasco paint remover in a green bottle Enviro friendly, expencive but it works good try it. Every situation is different it may not work

none of the paint strippers work well when pressure washed off. they are designed to be scraped. (Believe me Ive tried.) I have heard from several people that Dads easy strip works well when removed with hot water.

you can also try a rotary tip. if its loose it will come up well. just be careful that you dont take up th concrete surface.

By oil base i assume u mean Solvent based colored concrete stain. Basically and colored sealer. Dads will work as well as other stripping products,,,,,, The ONLY problem with chemically stripping any color base product is it turns into a runny nasty paste and WILL re harden like gum and is a b&*ch to get off. I would do small sections at a time get completly clean then work your way up the driveway.
