Let a new IPE deck weather before staining?

Getting a new IPE deck around our pool and from the house to the interlock, and was wondering if its best to let the IPE weather for a year before using something like defy, or RS?

Yes, 3-6 months helps to open the pores and allow for better adhesion and penetration of a finish.

Once it has been stained, when it comes time to re-do in 6-12 months, can you just stain over the old stain, or does the old one have to be removed first prior to a new application?

Do not know maintenance procedures with Defy. With Ready Seal, its a light cleaning with a bleach - soap - water solution and let dry. Re oil with a single light coat.
